omestic violence (KDRT) remains a serious and persistent social and legal problem, particularly affecting women and children and causing profound physical, psychological, and social harm. This study examines the factors contributing to the occurrence of domestic violence, includi ng
economic pressure, patriarchal culture, low legal awareness, environmental influences, alcohol consumption, and the misuse of social media. The research also analyzes the role of legal regulation, especially Law Number 23 of 2004 on the Elimination of Domestic Violence, as the primary legal
framework for preventing and addressing such acts. Using a descriptive qualitative approach based on document analysis and relevant literature, this study highlights that although the legal framework is adequate, its implementation remains ineffective due to limited public understanding,
insufficient socialization, and victims’ reluctance to report incidents. Therefore, domestic violence must be addressed through comprehensive strategies combining preventive measures, effective law enforcement, community participation, and victim protection. Strengthening legal awareness and institutional coordination is essential to reduce domestic violence and to ensure a safer and more humane domestic environment.
